Ferrari boss Mattia Binotto believes Red Bull`s overrun could have sealed the title in 2021.


For exceeding the spending ceiling, the Milton Keynes team was fined seven million dollars and had a 10 percent time limit on aerodynamic research for the next year.


The fears have been there for months. Cost control is the determining factor, as it turns out. The FIA confirmed that Red Bull was the only team to break the rules. It`s a fact, the overspending was two million [dollars], which is about two-tenths of a second from a lap - they could decide the outcome of the champion.


The fine leaves room to spend the money on something else, so it doesn`t cover the advantage that Red Bull got. The penalty is minor because the team`s spending ceiling has not been reduced. I hope this does not set a precedent, " Binotto said.
